THE ELECTRIC FENCE : HOW DOES IT WORK ? The electrical pulse moves from the energiser through the conductors (wire/rope/tape) seeking any return path to the earth/ground (animal, grass, human etc). When the animal touches the wire the pulse runs through it and completes the return to earth ; the circuit is made.
